"It keeps your contract cost lower and we would add the plaque in by change order." The addition of the plaque would bring the total cost to $280,218, Guidry said. The City Council voted 5-0 in favor of accepting the bid. Guidry and Steve Phillips, who was present representing the Ville Platte contractor, said the fire station would be completed in 120 days.

Members of the council and Guidry commended the Ville Platte firm for their detailed, itemized price listing of every aspect of the Schools Continued from Page 1A ings which housed Port Barre's learning center, two English sections and a GED class have been moved to other schools in the parish. Ville Platte Continued from Page 1A current number of districts intact: 5 single member districts plus one atlarge district. The fourth plan (plan G) calls for abolishing the at-large slot and creating a sixth single member district. Councilman Curley Dossman who represents one of the two minority districts in the city felt the population and voting age percentage of blacks in each of the three affected districts need to be increased before he could accept any of the plans.

Dossman felt the voting age numbers were not strong enough to guarantee the election of a candidate of their choice. For example: Dossman said revised plan would have 57.7 percent voting age blacks in District 55 percent in District and 67.8 percent in District E. Those voting age numbers increase dramatically in plan G. However, Dossman is against doing away with the at-large seat. Dossman reminded the rest of the council present at the hearing that the original rejected plan called for his own District having a population of 98 percent black with adjoining District with only 39.4 percent blacks.

Dossman asked, "Where did Be A REDUCED! The council asked City Attorney Gilbert W.

Aucoin to get an opinion from the State Attorney General to determine whether the city can legally abolish the at-large council seat. The Demographer told the council that the primary problem he is facing is that all but 600 of the 4200 blacks residing in the city live in either Districts or E. As far as voting age blacks all but 300 live in those three districts. The rest are "spread out all around the Dossman took offense at Minvielle's remarks. He asked, "Are you trying to say the Justice Department is a liar.

Well maybe it is time we look for a new The Justice Department in Washington would need to clear any new adopted plan sent by the city no later than July 26 for the city to hold municipal elections in October. Port Barre Continued from Page 1A yard, according to town engineers. By interfering with the natural drainage flow, water that would normally flow through Dedon's ditch moves onto adjoining property to the east, Mayor John Fontenot said previously. Last month, Dedon said she would have no dispute with the town if the water coming across her ditch were directed to Bayou Courtableau.

Before buying the property two or three years ago, she didn't know there was a drainage ditch on the lot until she had it cleared of bushes and some trees, Dedon said earlier. Water from the ditch doesn't drain westward to Bayou Courtableau but instead makes a southward, flowing between homes and onto Wayndotte Street, according to Robert Lamke, who cares for Dedon's property. By placing bails of hay at the end of the 60-foot long ditch, Lamke tried to create a backstop in an effort to prevent further erosion. He said Dedon wants the town to install culverts, extending the ditch's length and an addition 40 feet to Bayou Courtableau. If the debris is moved, Dedon will lose more soil, Lamke said.

"It may not drain the way you want it to drain, or the town wants it to, but it is a natural drain," said Jim Gates, town attorney. Town engineers have been made available to Dedon to determine what could be done to remedy this drainage problem, Gates said. "They (aldermen) are making a decision in your favor," Gates said. In other town business, aldermen: Hired a new police officer to replace Eunice Defro, who was recently hired as an officer in Opelousas. Tyrone Davis was hired to fill the position.

During his report to the board, Police Chief Mike Clark said the town has to give officers an incentive to stay in the Port Barre department. In the long run, Clark said, it will cost the town money. It costs about $2,400 to "post-certify" an officer in basic law enforcement procedure and training, Clark said. This certification training cost $800 per officer the town gets a $400 rebate if that person passes the courses, Clark said. But while that person is off at certification school for seven weeks, other officers must be paid to pick up extra hours until that person returns, Clark said.
